At what point is it not worth it? IMHO when your tunnel is floating in water.
That first one already underway with its underground interchange is cool though.

When I went 11 years ago we looked into rented a car to drive this road...then we looked at the one way costs and time to travel and say “nuts to that”. we took trains and ferries and have no real regrets.

That looks super impressive.
Iceland has undertaken a similar project to shorten road travel distances, though it is on a smaller scale. The largest component is the 5.8km long Hvalfjörður Tunnel, which crosses under the fjord of the same name north of Reykjavik. That fjord is comparatively shallow though, so the deepest point of the tunnel is only 165m down.

given their extensive offshore oil rigs, I would say they would have know how to make it happen. Biggest challenge I could see is keeping the watertight sections flexible even under constant wave motion. I don’t know how you could service once installed.
